A lot of Lillie's personality is shaped by her mother, Lusamine. She's used to being controlled, told what to do and what to wear, how to feel about things - her own wants and needs have never mattered much to Lusamine. Though she used to be very close to her mother, Lillie was not content with this and described her mother as having become "unbearable" as her obsessions and possessiveness grew. It's a little difficult to discern how much of Lillie is her own self and how much is Lusamine's shadow.
Lillie has been shown to love reading books and has gone through quite a lot of them, mostly non-fiction by the sounds of it. She seems to like learning about the world around her and the world outside of the Aether Paradise. She also enjoys shopping for clothes, though she lets her mother pick out her outfits for her and states that she doesn't have the courage to wear anything she's picked out herself.
While Lillie doesn't dislike pokemon trainers specifically, she dislikes pokemon battles where pokemon can get hurt. She states that it makes her heart ache to see pokemon in pain, which is part of the reason she stole Cosmog from the foundation. Whatever can be said about Lillie's difficulties standing up for herself, she feels very strongly about the well being of pokemon and other people.
I think one of the defining traits of Lillie is that she's unsure of herself. She doesn't really know what she wants at any given moment and needs some kind of direction in order to make progress, whether it be a lead of her own findings on Nebby's origins or a direct order from someone to do something. The game begins with her making a decision that separates her from her mother in the literal and figurative sense and from that point forth she no longer has someone to pull her strings. I think the sense of responsibility probably scares her - she's young and the experience is entirely new, but she still makes a solid effort to take point and save Cosmog because she can't stand the alternatives.
Lillie's strategy in dealing with most situations is avoidance. She gets herself lost avoiding Team Skull grunts, she runs away from home, she refuses to battle or call herself a trainer, etc. She even uses repels in the wild to keep pokemon from attacking her and Nebby so that she doesn't have to battle them. Avoidance is how she prevents herself from having to take control of herself as a person. If she doesn't have to confront a situation, she doesn't have to have opinions or make decisions.
But Lillie is a good kid. She's softspoken and polite and genuinely cares about her friends. She's booksmart, but lacks the experience for streetsmarts. She doesn't necessarily know what she wants out of life yet but she knows she doesn't want to see anyone hurt along the way. Later on we are shown that Lillie is forgiving and tries to help the people who have hurt her, despite all they've done. She's been through a lot for an 11 year old girl and faces big emotional and psychological issues because of it. But she's still trying, for Nebby's sake, and honestly that's the start of her transformation into being her own person.

Personality Shifts:
After fighting off a flower plague cured only by truth, meeting Guzma, and losing Luna, Lillie has become a bit tougher and more independent than her previous self. She recognizes now that she is free of her mother's influence and is able (and encouraged) to act of her own free will. Guzma's attitude and stories of Lusamine's awful deeds made her realize that not everything can be forgiven, not everyone is redeemable. No matter how much she wants things to go back to the way they were, she recognizes now that she needs to move forward.
While she continues to struggle with these realizations and often fluxes between bold and shy as she fights her natural instinct to avoid conflict at all costs, her growth is undeniable.

Abilities: Lillie herself is just a human child, but her companion, Cosmog (Nebby) does have one ability. Though it cannot use it on command, when it feels threatened, Cosmog is able to teleport itself and anyone within a small sphere of influence (like basically physical contact) Elsewhere (tm). In this case, to a random tile on the current map/island. I recognize that Cosmog acts as one of Lillie's companions and is significantly drained by exerting it's power like this.
Inventory: Ideally she will return with her knapsack and inventory intact - collected here for convenience. (Rather than linking every clothing item again...) Presumably Guzma didn't throw her belongings into the ocean and she kept them all in the shack. Just let me know if I need to pick and choose!
